163. Council of Ministers to aid and advise Governor
(1) There shall be a council of Ministers with the chief Minister at the head to aid and advise the Governor in the exercise of his functions, except in so far as he is by or under this constitution required to exercise his functions or any of them in his discretion
(2) If any question arises whether any matter is or is not a matter as respects which the Governor is by or under this Constitution required to act in his discretion, the decision of the Governor in his discretion shall be final, and the validity of anything done by the Governor shall not be called in question on the ground that he ought or ought not to have acted in his discretion
(3) The question whether any, and if so what, advice was tendered by Ministers to the Governor shall not be inquired into in any court
164. Other provisions as to Ministers
(1) The chief Minister shall be appointed by the Governor and the other Ministers shall be appointed by the Governor on the advice of the Chief Minister, and the Ministers shall hold office during the pleasure of the Governor: Provided that in the State of Bihar, Madhya Pradesh and Orissa, there shall be a Minister in charge of tribal welfare who may in addition be in charge of the welfare of the Scheduled Castes and backward classes or any other work
(2) The Council of Ministers shall be collectively responsible to the Legislative Assembly of the State
(3) Before a Minister enters upon his office, the Governor shall administer so him the oaths of office and of secrecy according to the forms set out for the purpose in the Third Schedule
(4) A Minister who for any period of six consecutive months is not a member of the Legislature of the State shall at the expiration of that period cease to be a Minister
(5) The salaries and allowances of Ministers shall be such as the Legislature of the State may from time to time by law determine and, until the Legislature of the State so determines, shall be as specified in the Second Schedule The Advocate General for the State

(3) The Governor shall make rules for the more convenient transaction of the business of the Government of the State, and for the allocation among Ministers of the said business in so far as it is not business with respect to which the Governor is by or under this Constitution required to act in his discretion
The other thing CBI needs to prove is the case of QUID PRO QUO. If there no violation in issuing any alleged GOs then there is no quid pro quo. The CBI needs to make a strong case for it. Otherwise this case falls flat on its face.

Legal point of view (doubts):-
can anyone file a suit in the hight court or any other relavent court asking for status on cases against Jagan. This is required to understand how far they completed the investigation or not, or there is any deviation from the laid down path by the Hight Court. They should not carryout these atrocities in the name of investigation forever. Even in the case of 2G , progress is being monitored continously by the court on the investigation.
I believe there will be statutory time limit for filing the chargesheet and the accused can come out on bail post filing the chargesheet.
The HC judge who ordered for CBI inquiry, kukroo) is already retired. Congress government has awareded him with the topmost position at HRC immediately. Now, not sure which bench would Jagan’s case be continued. Funny thing is Chandrababu case is adjourned indefinitely like all their earlier cases… Be it laxmi Parvati case on babu( since 2005), Yeleru scam case(since 2005), margadarshi finance case(since 2007). What a shame!

While the water table in the state as a whole has dropped by an average of 2.53 metre, it has dropped by 3.88 metre in Hyderabad city. Prakasam tops the list of districts where water levels have declined steeply. Water level has dropped by 5.32 metre below the earlier levels in this district. Ranga Reddy ranks second in the list with a drop of 5.28 metre in its water table. Among the three regions in the state, Telangana has been worst hit, followed by coastal Andhra and Rayalaseema.

Like the big telecom players in the 2G scam, here a company called LANCO Infratech set up front companies that bid for solar power projects under Jawaharlal Nehru National Solar Mission. When the government has adopted a policy of one-project-per-proponent under the mission to encourage competition, LANCO managed to get nine. At the end of the first phase of the solar mission, LANCO has got its hands over 235 MW of allocation, almost a quarter of the total 1,000 MW to be derived from solar radiation under the first phase. And with this it has cornered an assured revenue of about Rs 13,000 crore. The Ministry of New and Renewable Energy and power purchaser NTPC Vidyut Vyapar Nigam could not check this. one can understand the strong desire of the “yellow media” to nail YSR and his son Y S Jaganmohan Reddy. In a way, the editorial was blackmailing the IAS officers to name those who had made big money out of scams, or face the music from the CBI.
However, yellow media would not have written this type of editorial had it been Chandrababu Naidu in power. The situation would have been completely in reverse! ..

Extremely sad news for Indian cricket fans as India’s flamboyant batsman Yuvraj Singh has been diagnosed with lung cancer.
India’s man of the World Cup tournament is currently undergoing chemotherapy in the United States. He has a tumor between his lung and the heart.
His chemotherapy treatment started in February and will go on till March. He left for the US on 26th January.
His tumour was first detected in October but it was said to non-malignant. But it has now been diagnosed as malignant.
Very sad news about Yuvraj having cancer …
He was a hero in leading the Indian team to many victories and will continue to be a hero. Still remember his role in the world cup and six sixes against England.
