CHANDRABABU NAIDU’S IMPRINT ON THE GOVERNANCE OF THE STATE – Part I

After he smuggled himself to power, in the most abhorrent ways seldom paralleled in Indian polity, by dethroning the leader of the masses, Sri NTR, by ways of political deceit and betrayal, which Chandrababu had come to personify over the years, he set upon the task of governance of the State.

As recent history would tell us, we would have leaders, who in the rumble and tumble of real-politik, take sides, switch sides, take partisan stance, but when given the task of governance, adopt a liberal, democratic, all-inclusive approach to governance. We will not be cruel to Chandrababu Naidu by comparing him to legendary political leaders of yore, the Country had seen, but, naidu, does not even satisfy the minimal attributes of a leader, in contemporary times, who is acceptable to all sections of society, by his own frailties, and also on account of the issues he dealt with, in the manner he dealt with.
Any leader in governance would like to, at least be seen as making an effort, to usher in a transparent, honest, and a fair process of governance. Naidu is the only leader in contemporary politics who made manipulation, jugglery, spin-doctoring, media propaganda as effective instruments of governance. Let us take instance by instance :
a) Late NTR had imposed “prohibition” (no place for sale, consumption and trade in liquor) in the State of A.P. In fact the campaign for “prohibition” in the State was people-driven during the reign of K. Vijayabhaskara Reddy’s tenure as Chief Minister between 1992-1994, which was latched on to by Ramoji Rao’s eenadu.
After Naidu captured power, within a few months, he could understand the absence of revenue generation on account of prohibition and in a series of smart moves, EENADU started campaigning as to how “prohibition” is not in the interests of the State at all, as to how revenues started dwindling. One of the most popular decisions of any Government, – “prohibition” – imposed by NTR was lifted by Naidu. There were rumors and stories galore as to why and how the said decision was taken as a measure to garner pelf and assets for himself, and as is the trend, there was no investigation, no enquiry and a self-certification for himself was granted by the ever obliging EENADU.
b) He later on identified the areas which spelt doom for NTR during NTRs earlier reign between 1983 to 1989. He realized that the institutions of check and balance, had come very hard on NTR causing him untold embarrassment. Therefore, he went about the task of either subjugating them, and if not possible, subverted the parallel institutions of governance, such as Legislature, Judiciary etc. He would put his moles in every institution, and as James Manor#, the Englishman had recorded, even into the institution of Judiciary, to make things easy for him. The two moles he had inducted into the State higher judiciary, as noted by James Manor, came up for discussion during the course of recent hearing in the case of Smt. Y.S. Vijaya in the High Court against the misdeeds of Chandrababu Naidu during his reign as Chief Minister of the State.
Even during his latest lecture on THE BEST AND THE WORST OF INDIAN STATE he said that
“Another worst feature of the Indian state is one-man dominance where certain chief ministers radically dominate their political sphere with the help of industrialists, “where one-person government is so strong that MLAs cannot represent and respond to their constituencies.” This is a negative trend. Examples he cited were Chandrababu Naidu, Naveen Patnaik, Narendra Modi, Karunanidi and Jayalalita“.*
The judiciary has never been the same ever since Chandrababu Naidu smuggled himself to power and as any stakeholder in the judicial institution of governance would lament, the master craftsmen brought on all his skills by employing lawyers, who are “NOT BEFORE” certain Hon’ble Judges, with an aim to marshall his case to a designated destination. And as he celebrated the dismissal of the W.P. filed by Smt. Y.S. Vijaya, by distributing sweets in the precincts, of the Legislative Assembly, he would be very proud of the actions he had taken, in regard to subverting every institution since 1995, which had kept him smiling. He still, unbelievably, seems to believe, that he is destined to have the last laugh.
Many men-made rulers, have come and gone, humbled by the aphorism that the “law has an uncanny way of catching up”. One may be on the run….. run……. Run……and then will find nowhere to go. It is a case of “when” and not “whether” with the law while Chandrababu naidu would be saying “whither with the law”.

గుంటూరు: జిల్లాలో అభిమానం ఒకరి ప్రాణాలు తీసింది. మరొకరి ప్రాణాల మీదకు తెచ్చింది. వైయస్సార్ కాంగ్రెసు పార్టీ అధ్యక్షుడు, కడప పార్లమెంటు సభ్యుడు వైయస్ జగన్మోహన్ రెడ్డి తమ గ్రామం రావడం లేదని తెలిసిన ఇద్దరు యువకులు ఆత్మహత్యకు పాల్పడిన సంఘటన గుంటూరు జిల్లాలోని
మండ్రువారిపాలెంలో సోమవారం చోటు చేసుకుంది. దివంగత ముఖ్యమంత్రి వైయస్ రాజశేఖర రెడ్డి మీద అభిమానంతో నబీ షాహిబ్, తన్వీర్ అనే వారు తమ గ్రామంలో ఆయన విగ్రహాన్ని ఏర్పాటు చేసుకున్నారు. ఈ విగ్రహావిష్కరణ జగన్‌తో చేయించాలనుకున్నారు.

ఆత్మహత్యాయత్నం చేశారు. నబీషాహిబ్ అనే వ్యక్తి మృతి చెందగా, తన్వీర్ పరిస్థితి విషమంగా ఉంది. తన్వీర్‌ను చికిత్స నిమిత్తం వినుకొండ ప్రభుత్వ ఆసుపత్రికి తరలించారు.

ముఖ్యమంత్రిగా చంద్రబాబు సంతర్పణ చేసిన భూమి 97 వేల ఎకరాలని ఆనాడే ఆంధ్రజ్యోతి పేపరు రాసిందని వ్యాఖ్యానించారు.

హైదరాబాద్, ఫిబ్రవరి 26: రాష్ట్రంలో కాంగ్రెస్ భవిష్యత్తు పార్టీ నేతలను తీవ్ర ఆందోళనకు గురి చేస్తోంది. వచ్చే అసెంబ్లీ ఎన్నికల్లో మళ్ళీ కాంగ్రెస్ గెలుస్తుందా? తాము ఎమ్మెల్యేగా గెలుపొందగలమా? అన్న అనుమానాలు నేతలను కలవరపెడుతున్నాయి. పార్టీ భవిష్యత్తుపై ఆశలులేవని భావిస్తున్న కాంగ్రెస్ సీనియర్ ఎమ్మెల్యేలు కొందరు, రాజకీయాల నుంచి తప్పుకునే యోచనలో ఉన్నారు. తాము రాజకీయాల నుంచి తప్పుకుని తమ వారసుల్ని రాజకీయాల్లోకి తీసుకొచ్చే విషయాన్ని కొందరు నేతలు ఆలోచిస్తున్నారు. ఇంకొందరు ఎన్నికల ముందు మరో పార్టీలో చేరేందుకు సన్నాహాలు చేస్తున్నారు.
రాష్ట్రంలో కాంగ్రెస్ పరిస్థితి అంతంత మాత్రంగానే ఉండటానికి తోడు పార్టీకి , ప్రభుత్వానికి అధినేతలుగా ఉంటున్న వారి మధ్య విభేదాలు, ఆధిపత్య పోరు నెలకొనడంతో భవిష్యత్తుపై పార్టీ నేతలు గందరగోళంలో పడుతున్నారు. సీనియర్లకు పార్టీలో తగిన గౌరవం లభించడంలేదన్న అసంతృప్తి కొంతమందిలో ఏర్పడింది. కాంగ్రెస్ సీనియర్ నాయకుడు, ఎమ్మెల్సీ పాలడుగు వెంకట్రావు ఈ విషయాన్ని మీడియా సమావేశంలోనే బహిరంగంగా చెప్పారు. సీనియర్ ఎమ్మెల్యేలు, మాజీ మంత్రులైన జెసి దివాకర్‌రెడ్డి, గాదె వెంకటరెడ్డివంటి వారు కూడా ఇదే అభిప్రాయంతో ఉన్నారు. ‘ప్రస్తుతం పరిస్థితి ఏమీ బాగాలేదు. ఇక మనం రాజకీయాల నుంచి తప్పుకోవడం మంచిది’ అన్న అభిప్రాయాన్ని ప్రైవేటు సంభాషణల్లో వ్యక్తం చేస్తున్నారు. ముఖ్యమంత్రి కిరణ్‌కుమార్‌రెడ్డి వ్యవహారశైలి పట్ల తీవ్ర అసంతృప్తితో ఉన్న ఆరోగ్య మంత్రి డాక్టర్ డిఎల్ రవీంద్రారెడ్డి మంత్రి పదవికి, శాసన సభ్యత్వానికి రాజీనామా చేసేందుకు అనుమతి ఇవ్వాలని కోరుతూ హైకమాండ్‌కు రాసిన లేఖలో రాష్ట్రంలో కాంగ్రెస్ పరిస్థితి ఏమీ బాగాలేదన్న అభిప్రాయాన్ని వ్యక్తం చేశారు. డిఎల్ ప్రాతినిధ్యం వహిస్తున్న కడప జిల్లా మైదుకూరు అసెంబ్లీ నియోజకవర్గంలో తన రాజకీయ ప్రత్యర్ధి అయిన మాజీ ఎమ్మెల్యే, తెలుగుదేశం పార్టీ నాయకుడు రఘురామిరెడ్డి వైఎస్సార్ కాంగ్రెస్ పార్టీలో చేరారు. దీంతో మైదుకూరు నియోజకవర్గంలో తెలుగుదేశం పార్టీకి సరైన నాయకుడు కరవయ్యాడు. వచ్చే ఎన్నికల్లో డిఎల్ తెలుగుదేశం అభ్యర్థిగా మైదుకూరు నుంచి పోటీ చేయవచ్చన్న ప్రచారం కాంగ్రెస్ వర్గాల్లో ప్రచారం జరుగుతోంది. అయితే ఈ విషయాన్ని డిఎల్ వద్ద సన్నిహితులు ప్రస్తావించగా ‘నేను తెలుగుదేశం పార్టీలో చేరే ప్రశ్న లేదు. వచ్చే ఎన్నికల్లో పోటీ చేయకూడదనుకుంటే రాజకీయాల నుంచే తప్పుకుంటా. ఎమ్మెల్యే కాకపోతే ప్రాణం ఏమైనా పోతుందా’ అని ప్రశ్నించినట్టు తెలిసింది. దీన్నిబట్టి డిఎల్ కూడా రాజకీయాల నుంచి తప్పుకునే యోచనలో ఉన్నట్టు అర్థమవుతోంది.

(రంగారెడ్డి జిల్లా) రామోజీ ఫిల్మ్ సిటీలో ఉన్న 60.2 ఎకరాలు ప్రభుత్వ మిగులుభూమేనని రంగారెడ్డి జిల్లా జాయింట్ కలెక్టర్ స్పష్టం చేశారు. ఈటీఎస్ (ఎలక్ట్రానిక్ టోటల్ స్టేషన్) సర్వే నివేదిక ఆధారంగా.. ఈ విషయంలో ఫిల్మ్ సిటీ యాజమాన్యం దాఖలుచేసిన రివిజన్ పిటిషన్‌ను డిస్మిస్ చేశారు. ఇన్నాళ్లూ తమ స్వాధీనంలో ప్రభుత్వ భూములేవీ లేవని ఫిల్మ్ సిటీ యాజమాన్యం.. కాదు, 36 ఎకరాల ప్రభుత్వ భూమి ఉందని రెవెన్యూ అధికారులు ఇన్నాళ్లుగా వాదిస్తూ వచ్చారు.
దీంతో రంగారెడ్డి జిల్లా జాయింట్ కలెక్టర్ జగన్నాథం ఈ భూములపై ఈటీఎస్ (ఎలక్ట్రానిక్ టోటల్ స్టేషన్) సర్వేకు ఆదేశించారు. చివరకు.. అక్కడ 36 కాదు.. ఏకంగా 60.2 ఎకరాల ప్రభుత్వ మిగులు భూములు ఉన్నట్లు సర్వే అధికారులు నిర్ధారించారు. ఈ మేరకు వారు నివేదిక ఇవ్వగా, ఆ నివేదిక మేరకు రంగారెడ్డి జిల్లా జాయింట్ కలెక్టర్ కోర్టులో పెండింగ్‌లో ఉన్న కేసును జేసీ శుక్రవారం డిస్మిస్ చేశారు. ఇదే అంశంపై ‘ఆంధ్రజ్యోతి’ శుక్రవారమే ఓ కథనం ప్రచురించింది.
60 ఎకరాలు ప్రభుత్వ మిగులు భూమేనని సర్వేలో తేలినట్లు అందులో తెలిపింది. కాగా.. అంతకుముందు ఇదే విషయమై ఉషాకిరణ్ మూవీస్ లిమిటెడ్ ఎండీ రామ్మోహనరావు ఓ ప్రకటన విడుదల చేశారు. రామోజీ ఫిల్మ్ సిటీలో ప్రభుత్వ భూమి అన్నదే లేదని అందులో తెలిపారు. సర్వే నివేదిక తమకు ఇంకా అందలేదని.. ఒకవేళ అది తమ కంపెనీకి వ్యతిరేకంగా ఉంటే చట్ట ప్రకారం సవాలు చేస్తామని తెలిపారు.
అనాజ్‌పూర్‌లోని 275,281 సర్వేనంబరర్లలో గల 60.2 ఎకరాల ప్రభుత్వ మిగులు భూమి ఉన్నట్లు వచ్చిన కథనంపై ఆయన వివరణ పంపారు. ఈ భూములపై గతంలోనే మండల రెవెన్యూ అధికారులు రకరకాల సంఖ్యలను పేర్కొంటూ మూడుసార్లు ఉత్తర్వులిచ్చారని తెలిపారు. 2005 డిసెంబర్‌లో వచ్చిన ఉత్తర్వూల్లో 50 ఎకరాల 65 సెంట్లు మిగులు భూమి ఉన్నట్లుగా, 2007 జనవరిలో 106 ఎకరాల 58 సెంట్లు మిగులు భూమి ఉన్నట్లుగా పేర్కొన్నారన్నారు.
దీని తర్వాత 2007 జూలైలో 36 ఎకరాల 17 గుంటల ప్రభుత్వ మిగులుభూమి ఉన్నట్లు ఎమ్మార్వో ఉత్తర్వూలిచ్చారని, దీనిపై అభ్యంతరం వ్యక్తం చేస్తూ తమ కం పెనీ జాయింట్ కలెక్టర్ వద్ద రివిజన్ పిటిషన్ దాఖలు చేసిందని చెప్పారు. సర్వే నిర్వహిం చి, సరిహద్దులు నిర్ధారించాలని తాము ఆ పిటిషన్‌లో కోరామని తెలిపారు. అయితే.. ఇదే పిటిషన్‌ను రంగారెడ్డి జిల్లా జాయింట్ కలెక్టర్ కోర్టు శుక్రవారం కొట్టేయడం గమనార్హం!

హైదరాబాద్, ఫిబ్రవరి 25 : రాష్ట్రంలో కోతలకు కారణం ఏమిటి? కరెంటు కష్టాల పాపం ఎవరిది? ఈ ప్రశ్నలకు విద్యుత్ అధికారులు చెబుతున్న సమాధానం… రిలయన్స్ ఇండస్ట్రీస్ లిమిటెడ్. కేజీ బేసిన్ డీ-6లో రిలయన్స్ సంస్థ గ్యాస్ ఉత్పత్తిని తగ్గించేసిందని… అందువల్లే తగిన స్థాయిలో విద్యుదుత్పత్తి చేయలేకపోతున్నామని అధికారులు ముఖ్యమంత్రి కిరణ్ కుమార్ రెడ్డికి ఫిర్యాదు చేశారు. ‘సాగుకు విద్యుత్ షాక్’ అన్న శీర్షికతో శనివారం ‘ఆంధ్రజ్యోతి’లో ప్రచురితమైన వార్తపై ముఖ్యమంత్రి స్పందించారు.
విద్యుత్తు పరిస్థితిపై సమీక్షించారు. ఈ సమావేశంలో ఇంధన శాఖ ముఖ్య కార్యదర్శి దినేశ్ కుమార్, ట్రాన్స్‌కో సీఎండీ అజయ్‌జైన్, సీపీడీసీఎల్ సీఎండీ అనంతరాము, ట్రాన్స్‌కో సీనియర్ అధికారులు పాల్గొన్నారు. రాష్ట్రంలో విద్యుత్ సంక్షోభానికి దారి తీసిన పరిస్థితులను వివరించారు. “డి-6 క్షేత్రం నుంచి రిలయన్స్ 80 ఎంఎంఎస్‌డీ గ్యాస్‌ను ఉత్పత్తి చేయాలి. వచ్చే ఏడాదికి దీనిని 120 ఎంఎస్‌డీలకు పెంచాలి. ఇప్పుడు సాంకేతిక కారణాలు చూపుతూ… గ్యాస్ ఉత్పత్తిని 37 ఎంఎంఎస్‌డీ యూనిట్లకు మాత్రమే పరిమితం చేసింది. దీనివల్ల గ్యాస్ ఆధారిత విద్యుదుత్పత్తి కేంద్రాలకు అవసరమైన ఇంధనం అందడంలేదు. విద్యుదుత్పత్తి 32 శాతానికి పడిపోయింది.
రాష్ట్రంలో 5340 మెగావాట్ల గ్యాస్ ఆధారిత విద్యుదుత్పత్తి సామర్థ్యం ఉండగా గ్యాస్ లభ్యత లేకపోవడంతో కేవలం 1670 మెగావాట్లు మాత్రమే ఉత్పత్తి అవుతోంది” అని సీఎం ముందు గ్యాస్ కష్టాలు ఏకరువు పెట్టారు. 2014లో గ్యాస్ అమ్మకపు ధరను పెంచుకోవడం కోసమే.. రిలయన్స్ సంస్థ ఇప్పుడు ఉత్పత్తిని తగ్గించిందని చెబుతున్నారని కూడా సీఎం దృష్టికి తెచ్చారు. రిలయన్స్ వైఖరి వల్ల మన రాష్ట్రంతోపాటు మొత్తం దేశమంతా నష్టపోవాల్సిన పరిస్థితి ఏర్పడిందని ఆక్షేపించారు. “రిలయన్స్ గ్యాస్ ఉత్పత్తి ప్రణాళికను నమ్మి కేంద్ర ప్రభుత్వం రాష్ట్రంలో గ్యాస్ ఆధారిత ప్లాంట్లకు అనుమతి ఇచ్చింది. ఇప్పుడేమో…రిలయన్స్ చెయ్యిచ్చింది.
ప్రస్తుతం రాష్ట్రంలో 275 మిలియన్ యూనిట్ల డిమాండ్ ఉండగా… 250 మిలియన్ యూనిట్లను సరఫరా చేయగలుగుతున్నాం. గ్యాస్ ఆధారిత ప్లాంట్లు కూడా పూర్తిగా పనిచేస్తే… కొరత, కోతలు ఉండేవి కావు. అంతో ఇంతో మిగులు విద్యుత్తును బహిరంగ మార్కెట్లో విక్రయించి నష్టాలు తగ్గించుకునే వాళ్లం” అని ఓ ఉన్నతాధికారి ముఖ్యమంత్రికి వివరించారు. మరో అధికారి మాట్లాడుతూ… “సార్… ట్రాన్స్‌కో విలువ 800 కోట్లు. విద్యుత్ సరఫరాలో కేవలం 10 శాతం విఫలమైతేనే ఈ స్థాయిలో విమర్శిస్తున్నారు.
రిలయన్స్ విలువ రూ.1,20,000 కోట్లు. ఆ సంస్థ గ్యాస్ ఉత్పత్తిలో 50 శాతం విఫలమైనా ఏ ఒక్కరూ వేలెత్తి చూపడంలేదు” అని ఆవేదన వ్యక్తం చేశారు. అధికారుల వాదనలను సీఎం సానుకూలంగా విన్నారు. గ్యాస్‌పై మరోసారి కేంద్ర ప్రభుత్వంతో మాట్లాడతానని చెప్పారు. ఏదిఏమైనప్పటికీ… వ్యవసాయానికి ఏడు గంటలు, పరీక్షల సమయంలో రాత్రి వేళల్లో సరఫరా కచ్చితంగా ఉండేలా చూడాలని అధికారులను ఆదేశించారు.

విద్యుత్ కొరతకు అనేక కారణాలున్నాయని అజయ్‌జైన్ తెలిపారు. శనివారం సాయంత్రం విద్యుత్ సౌధలో ఆయన విలేకరులతో మాట్లాడారు. “గ్యాస్ సరఫరా తగ్గింది. శ్రీశైలం, నాగార్జునసాగర్ రిజర్వాయర్లలో నీటి నిల్వలు లేవు. 1450 మెగావాట్ల విద్యుత్ కొనుగోలు ఒప్పందాలు ఉన్నప్పటికీ… కారిడార్ సమస్య వల్ల అందులో సగమే ఉత్తరాది నుంచి వస్తోంది. అయినప్పటికీ…రైతులకు ఏడు గంటల విద్యుత్‌ను సరఫరా చేసే విషయంలో రాజీ పడేది లేదు. పగటి పూట విద్యుత్ డిమాండ్ విపరీతంగా ఉండటంవల్ల, తప్పని పరిస్థితుల్లో వ్యవసాయానికి రాత్రి వేళల్లో సరఫరా చేయాల్సి వస్తోంది” అని అజయ్ జైన్ వివరించారు.
హర్యానాలోని ఎన్టీపీసీ జజ్జర్ విద్యుత్కేంద్రం నుంచి 231 మెగావాట్లు విద్యుత్ సరఫరా నిలిచిపోయిందని తెలిపారు. ఛత్తీస్‌గఢ్‌లో బాల్కో విద్యుదుత్పత్తి కేంద్రాన్ని అక్కడి కాలుష్య నియంత్రణ కేంద్రం నిలిపివేయడంతో 160 మెగావాట్ల విద్యుత్ సరఫరా నిలిచిపోయిందన్నారు. ప్రస్తుత పరిస్థితుల్లో అదనపు విద్యుత్ కొనుగోలుకు అవకాశాలు లేవని స్పష్టం చేశారు. మార్చిలో పరిస్థితి మెరుగుపడుతుందని ఆశాభావం వ్యక్తం చేశారు. సింహపురి కేంద్రం నుంచి 182 మెగావాట్లు, ఎన్టీపీసీ సింహాద్రి రెండో యూనిట్ సిద్ధమయితే 220 మెగావాట్ల విద్యుత్ లభిస్తుందని చెప్పారు. జజ్జర్ నుంచి కూడా సరఫరా పునరుద్ధరణ అవుతుందని తెలిపారు.

‘Chance of winning even a single seat in by-election remote’
Findings of a survey conducted by national agency predicting a rout for the Congress party in the by-election has reportedly rattled the party leadership, according to a senior Minister in the Kiran Kumar Reddy Cabinet.
The survey, according to the Minister, who did not wish to be identified, had given a remote chance to the ruling party of winning a single seat if elections were to be held for all the 24 Assembly seats.
The survey covered the vacancies likely to arise consequent to the disqualification of the 17 loyal to YSR Congress Party chief Y.S. Jaganmohan Reddy.
The survey report is said to be available with Chief Minister N. Kiran Kumar Reddy and some senior Ministers. The survey, according to Ministers privy to the information, covered a wide range of issues and political developments, including the impact of the possible arrest of Mr. Jaganmohan Reddy. A senior Congress leader confirmed the findings of the survey.
The Minister said: “The survey report has come as a shock to us. We thought the party would be able to contain the sway of Jagan in some constituencies. But the outcome of the survey is quite different.”
What has perturbed the ruling party leaders is the extent of swing predicted by the survey in favour of Mr. Jaganmohan Reddy’s party in all the 17 segments. The Minister pointed out that in the event of Mr. Jaganmohan Reddy’s arrest, the YSRCP would cash in on the situation. “How can we counter the sympathy wave for YSRCP if Vijayamma hits the road blaming the ruling party? Our leaders are mistaken when they say the sympathy will peter out after his arrest,” the Minister remarked.
