    With regional parties forming the backbone of the UF Government, it was but natural that inter-state squabbles – the proverbial bugbear of coalition politics-would rear their head. Barely a week after the Tamil Nadu and Karnataka governments decided not to rake up the Cauvery issue in public, the Centre found itself with another problem in its hands-this time over the height of the controversial Almatti dam on the Krishna.

    Andhra Pradesh Chief Minister and UF convenor N. Chandrababu Naidu’s threat to withdraw from the coalition in protest against the Centre’s proposed assistance to Karnataka to raise the dam height rattled Prime Minister H.D. Deve Gowda, who convened an all-party meeting on August 10 to thrash out a solution. But the talks failed and Naidu expressed his displeasure by boycotting a dinner hosted by Deve Gowda. The next day he raised the Almatti issue at the UF steering committee meeting.

    Andhra Pradesh’ contention is that raising the height of the dam is in violation of the Krishna Water Disputes Tribunal (Bachawat) award. Karnataka’s argument that water stored beyond a certain point in the Almatti reservoir would be used only for power generation and not irrigation cut no ice with Naidu, who insists that Karnataka has no right to use Krishna waters beyond the allocated share of 734 TMC under the Bachawat award.

    Almatti has been Naidu’s Achilles heel ever since the UF Government was formed. He has been the target of attack by the state’s opposition parties like the TDP (Parvati), the Congress and the BJP. They had managed to rake up passions in the state by arguing that if Karnataka raised the dam height from the present 506 m to the proposed 524 m, it would dry up the Krishna in the lower riparian states.

    Whether the steering committee meeting actually mollified Naidu or not, he told India Today: “This is a problem between states. I will never do anything that destabilises the government.” And Deve Gowda bought time by getting the two sides to agree to hand over the technical documents to the Centre to enable it to monitor the developments at the site and to ensure that there was no violation of the Bachawat award. He took the stand that he could not issue directions to any state, and sought shelter behind the plea: “The decision to start on the Almatti dam was taken before I became prime minister.”

    But as chief minister of Karnataka, Deve Gowda had promised that he would get the height of the dam increased. Now, as Prime Minister and head of the 13-party coalition – which also includes the ruling party in Andhra Pradesh – he cannot afford to be seen as acting in a partisan manner.
    At the same time, with his sworn enemy Ramakrishna Hegde waiting for half an opportunity to smear his image in Karnataka, Deve Gowda knows obliging Naidu on the Almatti issue would be politically damaging. Even if stopgap solutions are hammered out now, the Krishna water-sharing controversy is unlikely to die down any time soon.
