Silence over fund allocation for new Andhra capital
[VIJAYAWADA: The silence of Union finance minister Arun Jaitley on funds for the new capital of Andhra Pradesh and metro rail projects for Visakhapatnam and Vijayawada-Guntur has surprised many in the state. People and leaders alike had expected at least a token allocation of funds for the capital city in the budget as the Sivaramakrishnan panel is expected to submit its report soon and the confusion surrounding its location will be cleared in a couple of months.
Analysts doubt the Centre’s intention to generously sanction funds for the capital in the absence of budgetary allocation. “It is difficult for the state to get funds without allocation in the budget. The chief minister should take up the issue with the Centre without delay,” said economist Prof LSN Prasad.
The Union budget also did not refer to metro rail projects for AP despite Union urban development minister M Venkaiah Naidu’s manifold promises to develop the residuary state. “Venkaiah Naidu failed to get major sops for the state,” alleged former Vijayawada-central MLA, Malladi Vishnu, of the Congress.
RBI throws spanner in AP govt’s loan sop
[HYDERABAD: The Reserve Bank of India (RBI) has told the Andhra Pradesh government it would only allow rescheduling of kharif crop loans amounting to Rs 10,500 crore taken last year.
This is a major setback for the government, which had sought rescheduling of farm loans worth Rs 35,000 crore.

హైదరాబాద్, జూలై 14: వ్యవసాయ రంగానికి సంబంధించిన రుణాల రీ షెడ్యూల్‌పై భారతీయ రిజర్వ్ బ్యాంక్ (ఆర్బీఐ) ఎలాంటి హామీ ఇవ్వలేదని డిప్యూటీ గవర్నర్ ఆర్ గాంధీ వెల్లడించారు. హైదరాబాద్‌లోని ఫెడరేషన్ ఆఫ్ ఇండియన్ ఛాంబర్ ఆఫ్ కామర్స్ అండ్ ఇండస్ట్రీ (్ఫక్కి)లో సోమవారం జరిగిన కార్యక్రమంలో పాల్గొన్న గాంధీ, తరువాత మీడియాతో మాట్లాడారు.
రీ షెడ్యూల్‌పై రెండు రాష్ట్ర ప్రభుత్వాలకు ఆర్బీఐ అనుమతి లభించలేదన్నారు. రైతుల రుణాలను రీ షెడ్యూల్ చేసేందుకు ఆర్బీఐ అంగీకరించిందంటూ ఆంధ్రప్రదేశ్ ప్రభుత్వం ప్రచారం చేస్తుండగా, ఇందుకు విరుద్ధంగా ఆయన మాట్లాడారు.
రైతుల రుణాలను మాఫీ చేయాలంటే కొన్ని మార్గదర్శకాలు ఉంటాయన్నారు. ఒకవైపు తెలంగాణ ప్రభుత్వంతో, మరోవైపు ఆంధ్రప్రదేశ్ ప్రభుత్వంతో ఈ విషయంలో చర్చలు కొనసాగుతున్నాయన్నారు. రెండు ప్రభుత్వాలూ తమ వైఖరిని వివరిస్తూ నివేదికలు పంపాల్సి ఉందన్నారు. ప్రకృతి వైపరీత్యాల సందర్భంగా రుణాల రీ షెడ్యూల్ విషయంలో ఎలాంటి నిర్ణయాలు తీసుకోవాలో బ్యాంకర్ల వద్ద ఖచ్చితమైన నియమావళి ఉంటుందన్నారు. ఆర్బీఐ నియమావళి ఒకటి ఉందన్నారు. ఆర్బీఐ నియమాళికి అనుగుణంగా రాష్టస్థ్రాయి బ్యాంకర్ల కమిటి (ఎస్‌ఎల్‌బిసి) ఆమోదం తర్వాత రీ షెడ్యూల్ అమల్లోకి వస్తుందన్నారు. ఈ పరిస్థితిలో వాస్తవ వివరాలతో ప్రభుత్వాలు ఆర్బీఐ వద్దకు రావచ్చన్నారు.

రాజమండ్రి, 14: గోదావరి జిల్లాలో ఖరీఫ్ సీజన్‌కు అవసరమైన విత్తనాలు దొరక్కపోవటంతో రైతులు తీవ్ర ఆందోళన వ్యక్తంచేస్తున్నారు. తీవ్ర వర్షాభావ పరిస్థితుల కారణంగా దాదాపు నెల రోజులు ఆలస్యంగా సాగు మొదలుపెట్టిన రైతులకు విత్తనాలు దొరక్కపోవటంతో కష్టాలు మొదలయ్యాయి. ఇక్కడ లభిస్తున్నప్పటికీ, రెట్టింపు ధరకు రైతులు కొనుక్కోవాల్సి వస్తోంది.
స్వర్ణ రకం విత్తనాలకు మరీ తీవ్రమైన కొరత ఏర్పడింది. ఈ విత్తనాలు 30 కిలోల బస్తా అసలు ధర రూ.650 నుండి రూ.700 ఉంటే, ప్రస్తుతం నెలకొన్న కొరతను ఆసరాగా చేసుకుని కొంత మంది వ్యాపారులు రూ.1200 నుండి రూ.1400 వరకు అమ్ముతున్నారు.
వర్షాభావ పరిస్థితుల కారణంగా నాలుగు రోజులు క్రితం వరకు అసలు ఖరీఫ్‌వైపు కనె్నత్తి చూడని రైతులు, వర్షాలు కురుస్తుండటంతో ఒక్కసారిగా వ్యవసాయ పనులు మొదలుపెట్టారు. దాంతో విత్తనాలకు ఒకేసారి డిమాండు వచ్చిపడింది.

టిడిపి ఎన్నికల ప్రణాళికలో రుణాల మాఫీ అంశం చేర్చడంతోపాటు, చంద్రబాబు ఎన్నికలకు ముందే ఆంధ్ర, రాయలసీమ జిల్లాల్లో పర్యటించి రైతులు రుణాలు చెల్లించనక్కర్లేదని, తాము అధికారంలోకి వస్తే రుణాలన్నింటినీ మాఫీ చేస్తామని పెద్దఎత్తున ప్రచారం చేశారు. దాంతో ఆంధ్ర, రాయలసీమ ప్రాంతాల్లో రైతులు బ్యాంకుల నుంచి తీసుకున్న పంట రుణాలతోపాటు టర్మ్ లోన్స్ కూడా చెల్లించడం మానేశారు. 2013-14లో వ్యవసాయ రంగానికి పంట రుణాలుగా 37,058 కోట్లు ఇచ్చారు. మొత్తం వ్యవసాయ రంగానికి ఇచ్చిన రుణాలు 47,774 కోట్ల వరకూ ఉన్నాయి. వీటిలో రూపాయి కూడా తిరిగి వసూలు కాలేదు.
ఇలాఉండగా, బ్యాంకు సిబ్బందికి హెచ్చించిన వేతనాలు, నిర్వహణ ఖర్చు కూడా పెరిగిపోవడంతో బ్యాంకులపై అధిక భారం పడుతోంది. వాస్తవంగా బ్యాంకులు వివిధ రంగాలకు ఇచ్చే రుణాలు వడ్డీసహా తిరిగి వసూలైతే బ్యాంకుల సజావుగా నడిచేందుకు, బ్యాంకుల నిర్వహణకు పెద్దగా ఇబ్బంది ఉండదు. రుణాల వసూలు లేకపోవడంతో ఎన్‌పిఎ పెరిగిపోతోంది.
వాస్తవ పరిస్థితి ఇలా ఉండగా, 2013-14 సంవత్సరానికి సంబంధించిన రుణాలు ఒకవేళ రీ షెడ్యూల్ జరిగినా బ్యాంకులకు వెంటనే నగదు నిల్వలు పెరిగిపోయే అవకాశం ఏమీ లేదు.
రీ షెడ్యూల్ అంశమే అయోమయంగా తయారైంది. రీ షెడ్యూల్ జరిగితే ఆ డబ్బును రైతులు చెల్లిస్తారా? ప్రభుత్వం చెల్లిస్తుందా? ఎంతకాలంలో చెల్లిస్తారు? అన్న అంశాలపై నేటికీ స్పష్టత లేదు.

These should be reported in the National Media and the difference of democratic rule in Telangana and AP should be highlighted by the local media.
We should stage dharnas in every village and town . Report it to the HC and HRC.
If they still don’t stop these we need to warn them that they will have to face ten times worse when we come to power.

ప్రకాశం జిల్లా మార్కాపురం వై.ఎస్.ఆర్.కాంగ్రెస్ జడ్పిటిసీ జె.రంగారెడ్డిని పోలీసులు అరెస్టు చేసిన వైనం వివాదాస్పదంగా మారింది.
హైదరాబాద్ నుంచి ఒంగోలుకు ప్రకాశం జిల్లా జడ్పీటీసీ సభ్యులు ప్రయాణిస్తున్న బస్సును సంతమాగులూరు వద్ద పోలీసులు అడ్డుకుని జవ్వాదిని అరెస్ట్ చేశారు. జవ్వాది అరెస్ట్ ను తోటి జడ్పీటీసీలు అడ్డుకునేందుకు ప్రయత్నించారు.
జవ్వాదిపై గతంలో ఎస్.టి.మహిళను దూషించిన కేసు ఉందని, అందువల్లే అరెస్టు చేశామని పోలీసులు అంటున్నారు.
సరిగ్గా జడ్పి ఎన్నికకు ముందే ఈ కేసు పోలీసులకు గుర్తుకు వచ్చినట్లు కనబడుతుంది. ఎన్నిక అయిన తర్వాత కూడా అరెస్టు చేసే అవకాశం ఉన్నా, ముందుగా అరెస్టు చేయడంలో ఉద్దేశం అర్ధం అవుతూనే ఉంది.
ఇలాంటి చర్యలు అదికారంలో ఉన్న ఏ పార్టీ చేసినా మంచిది కాదు.అలాగే పోలీసులు కూడా ఇలా అర్ధరహితంగా వ్యవహరించడం వల్ల వ్యవస్థపై నమ్మకం కోల్పోయే పరిస్థితి వస్తుంది.
ఇక్కడ మెజార్టీ ఉన్న వై.ఎస్.ఆర్.కాంగ్రెస్ ను కాదని, టిడిపి ని గెలిపించడానికి పోలీసులు కంకణం కట్టుకున్నట్లు కనిపిస్తుంది.

2016 వరకు డబ్బులు లేవు అని చెప్పి ఆ తరువాత ఒక్కసారిగా “అభివృద్ధి” ని, “ఆర్థిక పుష్టి ” ని చూపిస్తారేమో.. జిల్లాల వారీ ఆదాయ లెక్కలతో వైకాపా రెడీ గా పెట్టుకొని ఉండడం మేలు..
What no one seems to notice is the bully nature of both earlier UPA in passing T bill and now NDA in passing Polavaram bill / ord. or whatever without any debate or discussion. There is no difference between SG and NM in this nature. Some see it acting tough, depending on if he or she benefits. It seems very undemocratic and unhealthy. Hope CB does not repeat the same in AP in futute wb backed ‘development’ agenda. Hard days ahead.
