He maintains cool despite repeated interruptions by TD members
Overcoming regular interruptions from the treasury benches, Leader of the Opposition in the Andhra Pradesh Assembly Y.S. Jaganmohan Reddy maintained his cool in taking the government to task on the meagre budgetary provisions made to various government programmes during the debate on the budget on Monday.
Initiating the debate, Mr. Jagan said: “Perhaps, it’s for the first time the planned expenditure is less than the usual 34 to 35 percent of the total expenditure estimates and the grants-in-aid is higher than the planned budget”. Terming the department-wise/programme-wise allocations disappointing and misleading, he said the estimates should be near to reality and not far-fetched.
He faulted the government for estimating the grants-in-aid at Rs. 28,830 crore when only Rs. 7,685 crore was realised against Rs. 14,000 crore estimated last year. The planned expenditure of Rs. 26,672 this time was only 23 per cent of the total expenditure, he said.
“The budgetary provisions won’t meet the TDP’s pre-poll promises made to one-crore farmers and 70-lakh SHG women in the form of loan waiver and to 1.5 crore households in the form of unemployment allowance in any way”, he said.
