Fields In Islands And River Bund May Be Included In Land Pooling Scheme
In what could be a controversial move, the state government is reportedly contemplating to regularise all the illegal transactions of island transfers by merely issuing a notification for land pooling scheme (LPS). A notification is expected to be issued in a couple of days by extending the LPS to the island fields along the Krishna river.
Speculation is rife that land worth Rs 2,000 crore have already changed hands in the river front as the ruling TDP leaders from across the state believed to have pocketed the assigned lands from the poor by offering them a pittance.
According to sources, the government would merely issue notification inviting all the farmers who owned as signed lands and patta lands along the river front and islands in the Krishna river, under the existing LPS policy . The fields in the islands and river bund were not included in the previous notifications. It has been alleged that authorities wantonly delayed the notification of LPS for island fields only due to the pressure from the TDP leaders. Initially , the officials sent feelers that the government is very serious about encroachment of island fields and transfer of assigned lands and it is planning to take over all such lands without offering any compensation. Since most of the islands are categorised as irrigation department lands, the poor dalits and small farmers became desparate.
As per the rule, the government could reclaim its land in case of encroachment even if there are pucca constructions without giving any compensation. Interestingly , the government had announced land and monetary compensation to the assigned land own ers in the capital city area spread over 29 villages under LPS package.
When the officials ruled out extension of similar package to the island fields, the dalit and poor farmers sold their lands to the influential TDP leaders. Many legislators from TDP reportedly picked up lands in the islands at Rs 20-Rs 25 lakh per acre since they were well aware the LPS would be extended to the island fields sooner or later.
According to sources, the government is expected to issue a notification for taking over of around 800-1000 acres of land in the islands and river bund that has not been included in the LPS.Immediately after the notification, those who purchased the island fields, would offer them under LPS and take the LPS compensation slips.
With the government expected to offer almost the same package that has been offered to the assigned lands, farmers would get 800 sq yards of residential plot and 200 sq yards of commercial plot in the capital city .

రాజమండ్రి, నవంబర్ 14: తెలుగుదేశం పార్టీ ఎన్నికల ప్రణాళికలో ప్రకటించినట్టుగా కాపులను బిసిల్లో చేర్చాలన్న డిమాండ్‌తో ఆందోళనకు సిద్ధమవుతున్న మాజీ మంత్రి, కాపు నాయకుడు ముద్రగడ పద్మనాభానికి కాపు సామాజికవర్గం నుండి తిరుగులేని మద్దతు లభించటం ఒకఎత్తయితే, రాష్ట్రప్రభుత్వ ఉద్యోగులు, అధికారుల నుండి లభిస్తున్న మద్దతు మరొక ఎత్తుగా కనిపిస్తోం ది. 2004కు ముందు తెలుగుదేశం పార్టీ ప్రభుత్వ హయాంలో తమ పరిస్థితి ఎలా ఉందో, ఇపుడు మళ్లీ అలాంటి పరిస్థితిని కార్యాలయాల్లో ఎదుర్కొంటున్నామని తీవ్ర ఆవేదన వ్యక్తంచేస్తున్న కాపు సామాజికవర్గానికి చెందిన ఉద్యోగులు, అధికారులు ముద్రగడ చేపట్టిన ఉద్యమానికి సంఘీభావం తెలుపుతున్నారు.
రాష్ట్రంలోని దాదాపు అన్ని జిల్లాల నుండి ప్రతి రోజు అధిక సంఖ్యలో కాపు సామాజికవర్గానికి చెందిన సామాన్య, మధ్యతరగతి ప్రజలు కిర్లంపూడిలోని ముద్రగడ ఇంటికొచ్చి మద్దతు తెలుపుతున్న సంగతి విదితమే. అయితే ఇపుడు రాష్ట్రప్రభుత్వ ఉద్యోగులు, అధికారులు వివిధ జిల్లాల నుండి సామాన్య వ్యక్తులు మాదిరిగా వచ్చి ముద్రగడను కలిసి తమ మద్దతు తెలుపుతున్నారు. జిల్లా స్థాయి అధికారులు కూడా వివిధ జిల్లాల నుండి వచ్చి ముద్రగడను కలిసి చర్చిస్తున్నట్టు తెలుస్తోంది.
మరోపక్క అన్ని రాజకీయ పార్టీలకు చెందిన నాయకులు, కార్యకర్తలు ముద్రగడకు మద్దతు పలుకుతున్నారు. వైసిపి, కాంగ్రెస్ పార్టీల్లోని కార్యకర్తలు, నాయకులు ముద్రగడను కలిసి మద్దతును తెలుపుతుంటే, ‘దేశం’ పార్టీ నాయకులు, కార్యకర్తలు కూడా మద్దతు తెలుపుతున్నారు.
వైసిపి ముఖ్యనాయకుడు అంబ టి రాంబాబు కిర్లంపూడి వెళ్లి ముద్రగడతో ప్రత్యేకంగా సమావేశమైన అనంతరం ఆ పార్టీకి చెందిన కాపు సామాజికవర్గం నాయకులు, కార్యకర్తలు మరింత చురుకుగా వ్యవహరిస్తున్నారు.

ఎంటెక్ చదువుకున్న చింటూ నేరచరిత్ర కలిగివున్నాడు. 2004లో ఓ హత్య కేసులో అతడు నిందితుడిగా ఉన్నాడు. పలుమార్లు ఇరు కుటుంబాల మధ్య గొడవలు జరిగి పోలీసు కేసులు కూడా పెట్టుకున్నారు. చింటూ నుంచి ప్రాణభయం ఉందన్న కారణంతో తనకు సెక్యురిటీ పెంచాలని ఎస్పీ కార్యాలయానికి అనురాధ ఇటీవల లేఖ రాసినట్టు తెలిసింది. మేయర్ వర్గీయులు కూడా చింటూపైనే ఆరోపణలు చేస్తున్నారు. చింటూ కార్యాలయంపై దాడి చేశారు.అక్కడున్న వాహనాలను ధ్వంసం చేశారు. డబ్బు విషయంలో చింటూకు, మోహన్‌కి మధ్య తాజాగా వివాదం తలెత్తినట్టు పోలీసులు గుర్తించారు. ఈ నేపథ్యంలో హత్యకు కుట్ర పన్నినట్టు తెలుస్తోంది. ఆర్టీసీ డ్రైవర్‌ వెంకటచలపతి, రెడ్డప్ప, మంజునాథ, వెంకటేష్‌లతో కలిసి మోహన్‌ హత్యకు చింటూ కుట్ర పన్నాడు.

[AP govt puts bauxite mining on hold
HYDERABAD: Bowing to huge pressure from tribal groups and Maoist threats, the Telugu Desam Party (TDP) government of Andhra Pradesh has put on hold its bauxite-mining plans in Visakhapatnam and Vizainagaram districts.
The state cabinet, which met in Vijayawada on Monday, deliberated on the issue with a fine tooth-comb and decided to first hold talks with local tribal leaders before taking any decision on mining in the hills — considered sacred by tribals.
The cabinet meeting chaired by chief minister N Chandrababu Naidu directed the AP Mineral Development Corporation (which was given the mining lease), not to apply for clearances and permissions from the Centre.
The U-turn on the bauxite-mining issue by the AP government occurred after several ministers, particularly those from the north coastal districts, pleaded with the chief minister not to move forward as many tribal village heads were apprehensive about pollution and displacement due to the mining. They also informed the chief minister of the death threats they were receiving from Maoist outfits.
The decision to back out comes in the backdrop of widespread public outrage and fears of past attacks — mining company choppers attacked by arrows — haunting the government. There are also reports that Maoist rebels have already taken advantage of the public anger and are rallying behind the tribals. Last month, Maoists abducted three members of the TDP from Chintapalle in the Agency area, and demanded that the AP government cancel mining plans.
Panchayat Raj minister Ch Ayyanna Patrudu said he has already received threats from Maoists and the police beefed up his security in wake of the threat.
“We have been asked to go slow on the issue and not to expedite permissions and clearances from the Union environment ministry. It is now certain that the state government does not want to move forward on bauxite-mining,” said a senior official in the government.
Interestingly, the AP government was planning to involve local tribal leaders in mining by initiating negotiations with them.
