పోలవరంలో ‘చిక్కుకుపోయిన’ చంద్రబాబు
ఓ వైపు ట్రాన్స్ స్ట్రాయ్. మరో వైపు కేంద్రం. సోమవారం పేరును పోలవారంగా మార్చి ఈ ప్రాజెక్టు పనులను పరుగులు పెట్టిస్తున్నా అని నిన్నటి వరకూ ఏపీ ముఖ్యమంత్రి చంద్రబాబునాయుడు చెప్పింది అబద్దమే అని తేలిపోయింది. పైగా తాజాగా మీడియాకు లీకులిచ్చిన ట్రాన్స్ స్ట్రాయ్ కు నోటీసులు కూడా అంతా తూచ్. నోటీసులు లేవు..కాంట్రాక్ట్ రద్దు లేదు. మరి పోలవరం ముందుకు సాగేదెలా?. ఇప్పుడదే చంద్రబాబుకు పెద్ద సమస్య అయింది. ట్రాన్స్ స్ట్రాయ్ ను అలాగే పెట్టి ఓ బడా కాంట్రాక్టర్ కు పని అప్పగిద్దామని చూస్తే..ఆ కంపెనీ పేరు మీద ఉన్న పని తాను చేయనని తేల్చిచెప్పేశాడట. కొత్తగా టెండర్ పిలిస్తే ఓకే..లేదంటే నాతో కాదు అన్నది ఆ కాంట్రాక్టర్ ఫైనల్ మాట. ట్రాన్స్ స్ట్రాయ్ కు నోటీసులు ఇచ్చి..టెండర్ రద్దు చేస్తే పోలవరం ప్రాజెక్టు పూర్తిగా కేంద్రం చేతుల్లోకి వెళుతుంది. కేంద్రం ఏర్పాటు చేసిన పోలవరం ప్రాజెక్టు ఆథారిటీ (పీపీఏ) నే కొత్త టెండర్ తో పాటు ప్రాజెక్టు పనులను పర్యవేక్షిస్తుంది. అది ఏపీ ముఖ్యమంత్రి చంద్రబాబుకు ఏ మాత్రం ఇష్టం లేని పని.
మరి ట్రాన్స్స్ స్ట్రాయ్ ను తప్పించకుండా పని జరిగేది ఎలా?. ఇదే అంశంపై ముఖ్యమంత్రి చంద్రబాబు సన్నిహితులు తర్జనభర్జనలు పడుతున్నారు. కొద్ది రోజుల క్రితం కూడా చంద్రబాబే స్వయంగా పూనుకుని కొంత మంది సబ్ కాంట్రాక్టర్లను పెట్టి నడిపించినా పని పెద్దగా ముందుకు కదిలింది లేదు. ఓ వైపు 2018 చివరి నాటికి కాఫర్ డ్యామ్ పూర్తి చేసి గ్రావిటీ ద్వారా నీళ్లు ఇస్తామని పదే పదే ప్రకటిస్తున్నారు. పరిస్థితి చూస్తే మాత్రం దారుణంగా ఉంది. మొత్తానికి చంద్రబాబు ‘పోలవరం’లో చిక్కుకుపోయారని ఓ సీనియర్ అధికారి వ్యాఖ్యానించారు.
జాతీయ ప్రాజెక్టుగా ప్రకటించిన పోలవరాన్ని కేంద్రమే పూర్తి చేసి ఇచ్చేదని..కేవలం కమిషన్ల కోసం చంద్రబాబు ఈ ప్రాజెక్టును రాష్ట్ర ప్రభుత్వమే టేకప్ చేసిందని విమర్శించిన సంగతి తెలిసిందే. సాగునీటి శాఖలో ఏ అధికారిని అడిగినా ట్రాన్స్ స్ట్రాయ్ ఈ ప్రాజెక్టు పూర్తి చేయలేదనే చెబుతారు. మరి పోలవరం అడుగులు ఎలా ముందుకు పడతాయో వేచిచూడాల్సిందే.
