పోల’వరాన్ని’ శాపంగా మార్చిన చంద్రబాబు

పోలవరంపై పిల్లిమొగ్గలు!
కేంద్ర జలవనరుల మంత్రి నితిన్‌ గడ్కరీ పోలవరం ప్రాజెక్టు ప్రదేశం సందర్శించి ఢిల్లీ తిరిగి వెళ్ళిన తర్వాత ఆయనను బీజేపీ నాయకురాలు పురందేశ్వరి, మరి కొందరు బీజేపీ నాయకులూ కలుసుకున్నారు. పోలవరం ప్రాజెక్టు నిర్మాణం అత్యవసరమనీ, దానిలో జాప్యం జరిగితే బీజేపీకి చెడ్డపేరు వస్తుందనీ, పార్టీకి తీరని నష్టం వాటిల్లుతుందనీ వారు మంత్రికి చెప్పారు.

‘కేంద్రం ఇచ్చిన మాటకు కట్టుబడి ఉంటుంది. నిధులు విడుదల చేయడానికి సిద్ధంగా ఉన్నాం. లెక్క చెప్పమని మాత్రమే అడుగుతున్నాం’ అని ఆయన వివ రించారు.

‘గడ్కరీ గురించి తెలుసుకోమని చెప్పండి మీ ముఖ్యమంత్రికి. పోల వరం ప్రాజెక్టు ఆయన కంటే వేగంగా, తక్కువ ఖర్చుతో నిర్మించే సామర్థ్యం, వనరుల లభ్యత నాకుంది. పోలవరం ప్రాజెక్టు బాధ్యత కేంద్ర ప్రభుత్వానికి వదిలేయమని మొన్న నాగపూర్‌లో మా ఇంటికి వచ్చినప్పుడు కూడా చిలక్కి చెప్పినట్టు చంద్రబాబుకు చెప్పాను. తానే చేస్తానంటారు.

జమాఖర్చుల వివ రాలపైన∙కేంద్ర ప్రభుత్వ అధికారులు అడిగిన ప్రశ్నలకు జవాబు చెప్పమంటే చెప్పరు. గుడ్డిగా నిధులు ఇచ్చుకుంటూ పోవడం ఎట్లా సాధ్యం అవుతుంది? నేను ఒప్పుకున్నా నన్ను ప్రధాని లెక్కలు అడుగుతారు.

ఒక సంవత్సరంలోనే అంచనాలు మూడు సార్లు మార్చారు. ఒకసారి రూ. 33 వేల కోట్లు అన్నారు. తర్వాత రూ. 40 వేల కోట్లు అన్నారు. ఇప్పుడు రూ. 50 వేల కోట్ల పైచిలుకు అంటున్నారు. ఇష్టం వచ్చిన అంకెలు చెప్పి నిధులు ఇవ్వమంటే ఇవ్వడం ఎట్లా కుదురుతుంది? నేను అడిగేదల్లా పారదర్శకత పాటించమనే. అంతకీ సబ్‌ కాంట్రాక్టులు ఇచ్చుకోమన్నాను. ప్రధాన కాంట్రాక్టర్‌ను మార్చవద్దని చెప్పాను. ట్రాన్స్‌ట్రాయ్‌ ఇండియా కోర్టుకు వెడితే ఇంకా జాప్యం జరుగుతుంది’ అంటూ చెప్పుకొచ్చారట.

టెండర్‌ తిరకాసు
టెండర్‌ వేయడానికి 45 రోజులు గడువు ఇవ్వాలన్నది నిబంధన. 18 రోజులు మాత్రమే ఇచ్చారు. టెండర్‌ నోటీసును ప్రభుత్వ వెబ్‌సైట్‌లో నవంబర్‌ 25 వరకూ పెట్టలేదన్నది మరో ఆరోపణ. లెక్కలు చెప్పడం చంద్రబాబుకు అల వాటు లేని పని.

కాంట్రాక్టర్లతో మాట్లాడి అధికారులకు చెప్పి ప్రాజెక్టుల అంచనాలు పెంచడం ఆనవాయితీ. నామినేషన్‌ పద్ధతి మీద పనులు కేటాయిం చడం, మాటవరుసకు టెండర్లు పిలిచినా తాను ఎవరికి ఇవ్వాలని సంకల్పిం చారో వారికి మాత్రమే అర్హత ఉండే విధంగా నిబంధనలను రూపొందించడం, అనుకున్న అçస్మదీయులకే కట్టబెట్టడం చంద్రబాబు మార్కు పరిపాలన. ఆయ నను లెక్కలు అడిగే సాహసం అధికార పార్టీలో ఎవ్వరికీ లేదు.

చంద్రబాబు వ్యవహార శైలి పట్ల ప్రధానికి అనేక అభ్యంతరాలు ఉన్నాయనీ, ప్రజాధనం ఖర్చు చేసి ప్రత్యేక విమానంలో విదేశీ ప్రయాణాలు చేయడం ఆయనకు నచ్చడం లేదనీ బీజేపీకి చెందిన ఒక పార్లమెంటు సభ్యుడు వ్యాఖ్యా నించారు.

వేలకోట్ల రూపాయలు చిత్తం వచ్చినట్టు ఖర్చుపెడుతున్న ముఖ్య మంత్రి దేశం మొత్తం మీద చంద్రబాబు ఒక్కరేననీ, ఇది ప్రధానికి ఏ మాత్రం సమ్మతం కాదనీ ఆయన అన్నారు.

‘అంతమంది ప్రతిపక్ష శాసనసభ్యులను కొను గోలు చేయడానికి బాబుకి డబ్బులు ఎక్కడి నుంచి వచ్చాయి? హెరిటేజ్‌ఫుడ్స్‌లో వచ్చిన లాభాల నుంచి ఖర్చు చేస్తున్నారా?’ అని కూడా ప్రధాని చమత్కరించా రని ఆ పార్లమెంటు సభ్యుడు చెప్పారు.

లెక్క చెబితేనే నిధులు
లెక్క చెప్పకపోతే నిధులు విడుదల చేసే ప్రసక్తి లేదని గడ్కరీ స్పష్టం చేస్తున్నారు. ప్రధానిని కలుసుకునే అవకాశమే లేదు. ఏదైనా సమావేశంలో కలిసినా ప్రధాని ముభావంగా, దూరదూరంగా ఉంటారే కానీ కుశల ప్రశ్నలు సైతం అడగడం లేదు.

పోలవరం ప్రాజెక్టును పూర్తి చేయడమే తన జీవిత ధ్యేయం అని ప్రకటించుకున్న ముఖ్యమంత్రి నారా చంద్రబాబు నాయుడు ఇపుడు ఇరకాటంలో పడ్డారు. ‘ప్రతి సోమవారం పోలవరం. నిధులకు ఎలాంటి ఇబ్బంది లేదు. పనులు వేగంగా జరుగుతున్నాయి. 2018 నాటికి పాక్షికంగా, 2019 నాటికి సంపూర్ణంగా ప్రాజెక్టును పూర్తిచేసి ఆంధ్రప్రదేశ్‌ ప్రజలకు కానుకగా ఇస్తా’మని ప్రకటించుకున్న చంద్రబాబు ఇపుడు పోలవరంపై ఎందుకు యుటర్న్‌ తీసుకున్నారు? విభజన చట్టంలో పోలవరం నిబంధనల ప్రకారం కేంద్రమే ఈ ప్రాజెక్టును నిర్మాణం చేసి ఇవ్వాల్సి ఉన్నా, రాష్ట్ర ప్రభుత్వం ఎందుకు ఈ ప్రాజెక్టు బాధ్యతను స్వీకరించింది? కాంట్రాక్టరు మార్పును కోరిన రాష్ట్ర ప్రభుత్వ అభ్యర్థనను ఎందుకు కేంద్రం తిరస్కరించింది? అంచనాల వ్యయాన్ని నిత్యం పెంచడం వెనుక ఉన్న రహస్యం ఏమిటి? శరవేగంగా జరుగుతోన్న పనుల్ని కేంద్రం ఆపేయాలని లేఖరాయడం వెనుక ఉన్న మర్మం ఏమిటి? ఇవన్నీ కూడా రాజకీయపరమైన అంశాలుగానే భావించాల్సి ఉంది.

పోలవరంపై రాష్ట్రం చెప్పే విషయాలను కేంద్రం నమ్మడం లేదు.ప్రాజెక్టు వ్యయాన్ని 16 వేల కోట్ల నుంచి ఏకంగా 59 వేల కోట్ల రూపాయలకు పెంచడంతో కేంద్రం కూడా ఆలోచనలో పడింది. ఒకవైపు 2011-12 అంచనా వ్యయాన్ని మాత్రమే ఇస్తామని పదే పదే కేంద్రం చెప్పిన సందర్భంలో ముఖ్యమంత్రి ఎలాంటి ప్రకటన చేయలేదు. అసలు కేంద్రమే ఈ ప్రాజెక్టును నిర్మించి ఇస్తామంటే రాష్ట్రం ఎందుకు భుజాన వేసుకుంది? అనేది ఇపుడు పెద్ద చర్చ జరుగుతోంది.

2019 నాటికి పోలవరం పూర్తవుతుందా?
పోలవరం ప్రాజెక్టును అనుకున్న సమయంలోగానే పూర్తి చేస్తామని ముఖ్యమంత్రి ఎన్నో సార్లు ప్రకటించారు. కానీ ఇపుడున్న పరస్థితుల్లో ఇది సాధ్యంకాదని తేలిపోయింది. ఇప్పటి వరకూ జరిగిన పనులు నామమాత్రం. జరగాల్సిన పనులు ఎక్కువ. కేటాయించిన నిధులు, ఖర్చు చేసిన నిధులను పరిశీలస్తే పనుల స్థాయి ఏమేరకు జరుగుతుందో అర్ధం అవుతుంది.

అంతర్జాతీయ ప్రమాణాలతో అమరావతి రాజధానిని నిర్మాణం చేస్తాని చెప్పి, మూడున్నరేళ్లయినా సరే కనీసం డిజైన్లు కూడా రూపొందించడం పూర్తి కాని వైనం ఒకవైపు ఉంది. తాత్కాలిక సచివాలంలోనే అరకొర వసతులో పాలన చేస్తూ అద్బుతమైన రాజధానికోసం కలలు కంటున్నారు. ఎన్నికల సమయానికి డిజైన్లు ఖరారు చేసి, అద్బుతమైన రాజధానిని నిర్మాణం చేయబోతున్నాను, మళ్లీ తననే గెలిపించాలని కోరడానికి వ్యూహం రూపొందించుకున్నారు.

అదే విధంగా 2018 నాటికి పోలవరం పనులు నామమాత్రంగా చేసి, నీళ్లు వదిలి, ప్రాజెక్టు పూర్తవ్వాలంటే మళ్లీ తెలుగుదేశం పార్టీని గెలిపించాలని కోరే ఎత్తుగడతో చంద్రబాబు ఉన్నారు. దీనితోపాటు ప్రాజెక్టు నిర్మాణంలో ఉన్న ఆర్థకపరమైన అంశాలు కూడా ఎన్నికలకు కలిసి వచ్చేలా చేసుకోవాలనుకున్నారు.

వచ్చే ఎన్నికలు అత్యంత ఖరీదైనవిగా ఉండబోతున్నాయి. దీన్ని తట్టుకోవాలంటే పోలవరం లాంటి భారీ వ్యయంతో కూడిన ప్రాజెక్టు ఆసరా అవసరం ఉంది. అందుకే కేంద్రం నిర్మాణం చేయాల్సి ఉన్నా, కాదని రాష్ట్ర ప్రభుత్వమే తీసుకుంది. దీనివెనుక ఎన్నికల అవసరాలు ఉండటమే.

అయితే బిజెపి కూడా తక్కువేమీ తినలేదు. తమ అవసరం అనుక్షణం ఉన్నప్పటికీ కేంద్రం నుంచి వచ్చే నిధులకు కూడా మోడీ పేరు చెప్పడం లేదని, బిజెపిని తలచుకోవడం లేదనే బాధ ఉంది. కేంద్రం నుంచి తీసుకునే సహాయ సహకారాలనుసైతం తమ ప్రభావంగానే చూపుకుంటున్నారు. ఇది అటు బిజెపికీ, ప్రధాని మోడీకి నచ్చడం లేదు.]
