తిత్లీ తుఫాన్ లో బాబు,లోకేష్ మంత్రుల హడావుడి వల్ల అసలు సహాయ పనులు జరగడం లేదు .

ఇటీవల రాష్ట్రంలో వచ్చిన తిత్లీ తుఫాను శ్రీకాకుళం, విజయనగరం జిల్లాలను తీవ్రంగా నష్ట పరిచింది.
తుఫాను ప్రభావిత అన్ని ప్రాంతాలలోనూ గాలికి విద్యుత్‌ స్తంభాలు పడిపోయి, కరెంటు సరఫరా ఆగి పోయింది. వరద నీరు చేరి, మంచి నీళ్ళు దొరకడం లేదు. కరెంటు, నీళ్ళు లేక ప్రజలు చాలా అవస్థలు పడుతున్నారు. రాష్ట్ర ప్రభుత్వం, స్వయంగా ముఖ్య మంత్రి గారు శ్రీకాకుళం జిల్లా, పలాస ప్రాంతంలోనే ఎక్కువ దృష్టి పెట్టారు.
సహాయక చర్యలకై ముఖ్యమంత్రి గారు ఆ మరునాడే పలాసకు చేరారు. హెలీకాప్టరులో పరిశీలించారు. అన్నీ సర్దుకునే దాకా అక్కడే ఉంటా నని తెలిపారు. అనేక మంది మంత్రులను రంగంలోకి దింపారు. ప్రజలకు ఉపశమన చర్యలకై 37 మంది ఐఏఎస్‌ ఆఫీసర్లను, 92 మంది డిప్యూటీ కలెక్టర్లను రాష్ట్రంలోని ఇతర ప్రాంతాల నుండి ఇక్కడకు దింపి సహాయ చర్యలు చేపడతామని ప్రకటించారు. ఒక్కో మండల పర్యవేక్షణకై ఇద్దరు లేదా ముగ్గురు ఐఎఎస్‌ అధికారులను నియమించారు. అయితే సాధారణ పరిస్థితులు వచ్చేదాకా అక్కడే ఉంటానన్న ఆయన మూడు రోజులు గడవక ముందే దుర్గమ్మ పూజలకు విజయవాడ పయనమయ్యారు.
కొత్త సమస్య
ఈ లోగా ఈ ప్రాంతంలో ఒక కొత్త సమస్య వచ్చి పడింది. అదేమిటంటే మంత్రులు, అధికారుల తాకిడి బాగా పెరిగింది. వీరు విశాఖ వరకు విమానంలో వచ్చి రోడ్డు మార్గంలో పలాసకు బయలు దేరడంతో విశాఖ, శ్రీకాకుళం రోడ్డు రద్దీ బాగా పెరిగింది. ప్రతి మంత్రికి కనీసం మరో మూడు కాన్వారు వాహనాలు, పోలీసు జీపులతో ఆ ప్రాంతం ఏనాడూ లేని కొత్త శోభను తెచ్చుకుంది. వీరు కాక కార్పొరేషన్ల చైర్మన్లు, వివిధ శాఖల అధిపతులు, ఉన్నతాధికారులు పెద్ద ఎత్తున పలాస బాట పట్టారు. ఇంత మంది రావడం మామూలుగా అయితే చాలా మంచిదే. ఎందుకంటే ప్రభుత్వం చాలా సీరియస్‌గా పని చేస్తోందని అర్థం. ఇది ఒక కోణం నుండి.
కానీ అసలు సమస్య ఇంత మంది రాక వల్లే ప్రారంభమైంది. అదెలాగంటే మంత్రులు వస్తే వారికి ప్రోటోకాల్‌ ప్రకారం అన్ని వసతులు స్థానిక అధికారులు కల్పించాలి. పోలీసులు వీరికి ఎస్కార్ట్‌ కల్పించాలి. వసతి, ఆహార ఏర్పాట్లకు ప్రత్యేక సిబ్బందిని కేటాయించాలి. అనేక మంది పెద్ద పెద్ద అధికారులు, వివిధ శాఖల అధిపతులు రావడంతో ఆయా శాఖల సిబ్బంది, వీరికి కావలసిన సేవలు చేయాలి. అయితే వీరి సేవకు సమయం కేటాయించడమా లేక ప్రజలకు సహాయ చర్యలు చేపట్టడమా అన్నదే ఇప్పుడు సిబ్బంది ముందు వున్న సమస్య. ఒక సమయంలో ఒకే పని చేయగలరు. అప్పుడు దేన్ని ఎంచుకోవాలి? మంత్రులను, ఉన్నతాధికారులను వదిలేసి ప్రజల సేవకు పోతే మంత్రుల దృష్టిలో వీరికి చులకనయ్యే అవకాశం ఎక్కువ. సహజంగానే మంచి మార్కులు కొట్టేయడానికి, మంత్రుల కనుసన్నల్లో పడడానికే స్థానిక అధికారులు నిమగమయ్యారు.
ఫలితం శూన్యం
తుఫాను ముగిసి వారం రోజులు గడిచినా అందరూ కేంద్రీకరించిన పలాస పట్టణంలోనే ఇప్పటికీ అత్యధిక ప్రాంతాలలో కరెంటు పునరుద్ధరించబడ లేదు. ఎక్కడా మంచి నీరు అందడంలేదు. ప్రభుత్వ సహాయక చర్యలు, కనీసం ఆహార సరఫరా కూడా మండల కేంద్రాలలోని ప్రజలకు చేరడం లేదు. ఇక మిగిలిన గ్రామాలు, ప్రాంతాల పరిస్థితి ప్రత్యేకంగా చెప్పనవసరం లేదు. సహాయానికై కనపడిన వారందరిని ప్రాధేయపడే దీన స్థితిలో అక్కడి ప్రజలు ఉన్నారు.
ముఖ్యమంత్రి, వారి తనయుడుతో సహా మంత్రు లందరినీ ఎక్కడికక్కడ ప్రజలు నిలదీస్తున్నారు. వీరి వాహనాలను అడ్డుకుంటున్నారు. ఇది ఎంత తీవ్రంగా ఉందంటే, సీఎం సహనం కోల్పోయి, నిలదీస్తే బుల్డోజర్లతో తొక్కించేస్తానని ప్రజలను హెచ్చరించే స్థాయికి చేరింది.
పోలీసుల పని ప్రజల నుండి మంత్రులను కాపాడడంతోనే సరిపోతోంది. ఇక ప్రజలకు ఏం చేస్తారు?
మంత్రులందరూ ముఖ్యమంత్రి దగ్గర మార్కులు కొట్టేయడానికి ఎఎక్కువ రోజులు ఇక్కడే ఉంటున్నారు. ప్రజలలోకి వెళితే ఎదురీత కాబట్టి ఏదో కాలక్షేపం చేస్తున్నారు.
ఇక ఉన్నతాధికారులు తమ మంత్రుల దగ్గర మార్కులు కొట్టేయడానికి యథా రాజా తథా ప్రజ. ప్రభుత్వాన్ని సంతృప్తి పరచడానికి తమ వద్ద ఉన్న దొంగలెక్కల విద్యతో అంతా బావుందని రిపోర్టులు తయారు చేసేస్తున్నారు.
ఇక ముఖ్యమంత్రి గారైతే ఎన్నికలలో మొత్తం రాష్ట్ర ప్రజలందరి మార్కులు హోల్‌సేల్‌గా లాగేసుకోవడానికి అన్ని జిమ్మిక్కులు చేస్తున్నారు. అధికారులను హూంకరిస్తున్నారు. అన్నీ సరి చేస్తామని ప్రకటనలు ఇస్తున్నారు.
సరిగ్గా నాలుగు సంవత్సరాల క్రితం 2014 లో హుదూద్‌ తుఫాన్ సమయంలో ఈ ముఖ్య మంత్రి గారే ఎంతో హడావుడి చేసి… అంతా సరి చేసేసానని తనకి తానే గొప్పలు చెప్పుకోవడం చూశాం. కానీ నాలుగు సంవత్సరాలు దాటినా నేటికీ హుదూద్‌ పరిహారమందని మత్స్య కారులు ఎందరో ఉన్నారు. అనేక ఇళ్లకు నేటికీ నష్ట పరిహారం అందలేదు.
నేడు తిత్లీ తుఫానులో ఎన్నికల సంవత్సరం కాబట్టి అంత కంటే ఎక్కువ హడావుడే చేస్తున్నారు. అయితే హడావుడి, ఆలస్యం తప్ప తుఫాను సహాయం మాత్రం కనీస స్థాయిలో కూడా జరగడం లేదు. ఇప్పటికైనా ప్రభుత్వం హడావుడి మాని ప్రజలకు అందే సేవలపై దృష్టి సారించడం మంచిది.
